if you don’t need a credit score then why do some people not qualify with bad credit?

They just want to verify that you will pay your bills. Your credit score will show your past payment history which is an indicator to them whether you will be a good, paying customer. If you have some credit built up, check your credit report and try to get it as close to or above 700 as possible.
